Abstract:
International Ship and Port Facility Security Code was implemented in Hong Kong on 1 July 2004. This covers some 31 facilities from bulk cargo piers at power stations, to fuel depots, container terminals, passenger terminals and mid-stream areas and anchorages.

Implementation should be seen as a basic platform upon which to build comprehensive and effective security systems within each facility including arrangements to accommodate external vehicles, ships and personnel within the overall safe operating procedure.

Since 2004 the Port Facility Security Working Group chaired by Marine Department has been working closely with the Port Facility Security Officers to audit the security plans and observed drills, exercises and other training of personnel and berthing of equipment.

At the same time the IMO has issued model training courses for Ship Security Officers and Port Facility Security Officers (PFSO’s), the former is expected to become mandatory in 2009, however the PFSO Course will continue to be recommendatory.

Biography:
Mr Roger Tupper spent 12 years at sea. After obtaining his Master Mariners Certificate of Competency he came ashore as a Marine Officer with the Hong Kong Government Marine Department in 1980.

Since that time he has been involved in various port management tasks with Marine Department from cargo handling through pollution control, vessel traffic management and port planning. He served as Deputy Secretary of the Hong Kong Port and Maritime Board from 1997 to 2001.

He reached the rank of Deputy Director of Marine in 2002. He was appointed as Director of Marine in 2006.
