Abstract:
The presentation will highlight the values of international partnerships to address the threats of global and international disasters such as pandemics, typhoons, earthquakes etc. It will focus on how membership of organizations such as IAEM can share learning and best practice to improve emergency management globally. The presentation will also look at current training technology that enables international exercising to take place using simulated scenarios and centrally coordinated exercise facilitation. This will link to the work of the European Training & Simulation Association and the launch of its Emergency Management Simulation Interest Group at the International Disaster and Emergency Readiness Conference in November 2005. Attendees will see new technology and have an opportunity to discuss with the speaker becoming part of EMSIG or joining IAEM and creating a SE Asia Region of that organisation.

Biography:
Arthur is the President of the International Region of the International Association of Emergency Managers. He served 19 years with the Metropolitan Police Service in London. His service included specialist assignments with Royalty & Diplomatic Protection, Heathrow Airport Security Section and as a member of the UK’s first Body Recovery Team. He had operational and tactical command experience at a number of major incidents during his police service and received commendations for duties carried out at the Lockerbie PA103 site and the Marchioness Disaster. He went on to be a local government Emergency Planning Officer where he earned a reputation for developing the profession and introducing new approaches to the resilience theme of emergency planning. He has had a number of articles published and was a co-author of the Hanningfield Brief delivered to parliament by Lord Hanningfield. He obtained a Diploma from Coventry University and was an invited member of the Civil Contingencies Bill working groups on Business Continuity and the Promotion of Business Continuity. He is currently the President of the International Region of the International Association of Emergency Managers.
