Abstract:
A summary description in respect of the methodolgy of the joint railway
and property management security in preparations for the world trade
organisation 6th ministerial conference held in Hong Kong during
December 2005. This will include the joint ‘risk assessment’ phase with
the Hong Kong Police Force in which assessments were made as to the
potential risks to both the railway and associated properties. An
outline of the ‘mitigation plan’s and ‘contingency plans’ established to
cater for an untoward incident which may occur during the WTO
conference. The co-ordination with relevant government departments will
also be highlighted.
Following a brief outline of the MTR corporation’s extensive property
portfolio and the associated security issues arrising from management of
such a large scale operation. A detailed description will be provided in

Biography:
T.T. Choi has over 25 years experience in modern urban rapid transit
OPERATIONS managing the day-to-day highly complicated operations. In
addition to safety, security also comes under his ambit as an Operations
Manager. T.T. is involved in the planning and establishment, as well as
overseeing its implementation of the proactive security management
system on the railway. T.T. holds a bachelor degree in business
administration from the Chinese University of Hong Kong. T.T. started
his railway career in MTRC in September. After 10 years with MTRC, he
moved on to expand his horron and joined the Light Rail Transit of the
Kowloon-Canton Railway Corporation as a Safety Office in 1989. He
rejoined MTRC in 1992 and took on the challenging duties including
planning of extensions and development works as well as operations. His
current position is Manager – Special Projects. He was given the task to
lead and manage a corporate-wide special task force for the WTO 6th
Ministerial Conference.
Patrick J Healy has over 17 years experience in the security industry
including twelve years as a senior inspector in the Hong Kong Police,
followed by security management posts in London with the Hilton Hotel
group and in Hong Kong including three years with the MTR Corporation.
Patrick holds a bachelors degree in policing and police studies from
Portsmouth University, UK. Patrick was initially employed by the
corporation to establish the security team for Hong Kong’s tallest tower
(two international finance centre), after which he took on additional
responsibilities as the security manager of the corporation’s property
portfolio of shopping centres, commercial office buildings and
residential sites. |
