Abstract:
In the early 21st century, the world faces emerging and growing challenges from an array of actors and scenarios including terrorists, criminal enterprises, and cyber crime. Mr. Phalen will talk about how the US Federal Bureau of Investigation is addressing these issues and cooperating with organizations around the world in the context of both its traditional law enforcement and growing intelligence roles. He will also discuss strategies for protecting personnel, information, facilities and infrastructure and talk about the challenge of building a security organization following a significant insider betrayal and against the backdrop of the organizational re-examination that followed the 9/11 attacks.

Biography:
Mr. Charles S. Phalen, Jr. is a US Central Intelligence Agency executive detailed to the US Federal Bureau of Investigation as Assistant Director for Security. Mr. Phalen is responsible for the continued transformation of security at the FBI and an integrated Security Program that enables the accomplishment of the Bureau's investigative and intelligence missions. He is also responsible for the day-to-day operation of the FBI Security Program, which includes the personnel, industrial, facility, and information systems security disciplines.

Mr. Phalen joined the CIA in 1981 and has served tours both in the United States and abroad, as well as a rotational assignment in the US National Reconnaissance Office. During his career, he has worked in and managed investigations, analysis, policy, operations, facilities security, information security, personal protection, and anti-terrorism.

Mr. Phalen was born in Chicago, Illinois. He attended the University of Maryland and received a Bachelor of Science degree in Criminology. He is a member of ASIS International and sits on the society's Defense and Intelligence Council.
